On October 3,2025, at its training facility in Hanoi, the Post and Telecommunications Technology Academy hosted and worked with the delegation of the Russian Federation of St. Petersburg, which included representatives of leaders of many leading agencies, universities and research institutes in the fields of telecommunications, education and technology.

Overview of the visit of the delegation of leaders of the Russian Federation’s institutions and universities at the Academy

The Russian Delegation was attended by Professor Ruslan Kirichek – Rector of Bonch – Bruevich University of Telecommunications; Professor Aleksei Rabin – Associate Rector in Charge of Research; Professor Oleg Smeshko – Rectors of the University of Technology and Economics Management; and Anastasia Ivanova – expert on the St. John’s Foreign Relations Committee. Petersburg; Dmitrii Kuzmin – Vice Chairman of the St. Petersburg Committee for Computerization and Communication. Petersburg and Nikolai Krasnogorskii, representative of the Russian Satellite Communications Corporation (RSCC).

On the Academy’s side, the meeting was attended by Prof. Dr. Tu Minh Phuong, Party Secretary and Chairman of the Academy Council, as well as representatives of the leaders of the departments, units, and teachers who have studied and studied in the Russian Federation.

Representatives from the Bonch School offered suggestions for cooperation during the meeting

During the meeting, the Bonch School proposed cooperation with Vietnam in many key areas such as building Satellite Telecommunications infrastructure and implementing programs to train engineers intensively for satellite systems. The Russian Federation has particularly emphasized technological solutions including satellite control systems, unmanned aerial vehicles (UAVs), hybrid space telecommunications (Hybrid) networks, optimal communication protocols for satellite – based IoT, and information security in this new network system. Currently, the Russian Federation ranks 5th in the world in space information technology and aims to reach 2nd place by 2030, thereby being ready to expand international cooperation to accelerate development in the field.

In addition to discussing cooperation programs and organizing scientific conferences, representatives of the Russian Federation also graciously invited the Academy to visit the Satellite Operating Center in the coming time.

Speaking at the working session, Prof. Dr. Tu Minh Phuong, Party Committee Secretary and Chairman of the Academy Council affirmed his commitment to cooperation, expressed his importance in expanding international cooperation, and expressed his desire to promote practical cooperation programs that bring value to students and lecturers on both sides in the coming time.

The Russian Federation Working Party also appreciates the potential of cooperation with the Academy, seeing it as an opportunity to strengthen connections, expand joint projects in education and research.

The visit and work of the Working Group of the Russian Federation opened new opportunities for cooperation, contributing to the enhancement of educational and research cooperation between the Post and Telecommunications Technology Academy and its partners in the Russia Federation, and also contributing to strengthening the traditional friendship between the two countries.
